Business Manager from 1990 to 2004 Passes Away

James H. Gardner, Local 18 Business Manager from 1990 until his retirement in 2004, passed away on Tuesday, September 4.

Mr. Gardner, a second generation Operating Engineer, joined Local 18 in the field in 1956, and 15 years later was named a business representative in District 1. Over the next two decades he was elected to a variety of positions of increasing responsibility, and was elected president of Local 18 in 1983 after serving as a special representative to the Business Manager.

He was elected Business Manager of the Local in June, 1990.

His commitment to Local 18 and labor led him to serve as director of steward training, delegate to the Cleveland Building and Construction Trades Council and the Cleveland AFL-CIO Federation of Labor.

Mr. Gardner also served the International Union of Operating Engineers as an International Trustee and later as Seventh General Vice President, which enabled him to be an active member or trustee of several IUOE committees.
